“Visibility into what government is about to do, and the judgment to act on it before it does.”

The DLR Standard
Practice

Four disciplines. One standard.

Retained counsel through sessions, special sessions, budget cycles, and administrations. In Tallahassee, across Florida’s counties, and in Washington.

I.

State appropriations & budget

Positioning client priorities inside Florida’s budget process: capital outlay, member projects, and the discipline to protect them through conference and veto.

II.

Federal advocacy, nationwide

Representation before Congress and federal agencies for clients whose work crosses state lines: authorizations, appropriations, and agency relationships managed from one desk.

III.

Emergency management & disaster recovery

Guiding communities and firms through recovery funding, where Florida leads the nation and timing decides outcomes.

IV.

Infrastructure & transportation

Advancing projects with departments of transportation, water management districts, and the agencies that permit, fund, and build.

About

Rebecca DeLaRosa

Founder & CEO

Rebecca DeLaRosa founded DLR Government Consulting on a simple conviction: clients deserve to see what government is about to do, not read about what it did. She has spent her career inside Florida’s legislative and budget process: walking client priorities through session, protecting appropriations through conference, and turning agency relationships into outcomes.

Her practice spans the builders, engineers, and districts shaping Florida’s infrastructure, and now extends to federal work nationwide. Clients keep her because the counsel is direct, the intelligence is current, and the access is real. From Palm Beach County to Tallahassee to Washington.

Appropriations secured for clients across water, transportation, and civic infrastructure
